    Introduction
Manual Handling refers to any means of transporting or supporting a load by:

  • LIFTING or LOWERING
  • PUSHING or PULLING
  • CARRYING or MOVING

using hand or bodily force. This includes handling in partly mechanically assisted situations.

Manual Handling, sometimes referred to as Manual Handling Operations, in the workplace is a legal requirement set out in accordance with the Health and Safety at Work Act 1974 giving the State powers of enforcement which can lead to unlimited fines and even jail. It came into force in 1993 and was updated in 2002.

The regulations apply to both employers, employees and self-employed persons. (It does not apply to shipping masters or crews undergoing normal sea faring duties, and in some cases Armed Forces personnel).
    Employers Responsibilities
    Employers must:

    AVOID
So far as is reasonably practicable, avoid the need for employees to undertake any manual handling operations at work which involve a risk of their being injured.

    If unavoidable -

    RISK ASSESS
Make a suitable and sufficient risk assessment of all such manual handling operations to be undertaken by them.

    REDUCE THE RISK

Take appropriate steps to reduce the risk of injury to those employees arising out of their undertaking any such manual handling operations.

    COMMUNICATION / WARNINGS
Take appropriate steps to provide general indications, such as the weight of each load, and the heaviest side of any load whose centre of gravity is not positioned centrally.

    AUDIT/REVIEW
Ensure the continuing validity of the assessments and update of communications, procedures and warnings as manual handling operations evolve.
    Employees Responsibilities
    Employees must;
  • Comply with procedures and utilise equipment and apparatus introduced for their safety.
  • Promote a safe working culture and maintain a safe working environment.
  • Inform the employer of any concerns or safety risks for themselves, their colleagues or workplace visitors.
  • Work responsibly and safely with care and consideration to others.
